Voting rights—the ability to participate in choosing government leaders—have expanded dramatically over the past few centuries, but almost always through intense struggle rather than voluntary concession. People with felony convictions

• ~5.1 million Americans disenfranchised (about 2.1% of the voting-age population)

• 11 states permanently disenfranchise some or all ex-felons unless rights are restored

• Florida: Rights automatically restored for most in 2018, but fines/fees must be paid; ongoing lawsuits and confusion continue.
